Call the shots は「采配を振る」「采配をとる」という意味を持つ表現です。誰に決定権や決裁権があるのか話す際に “〇〇 (誰々) calls the shots” といった具合に使われます。
射撃訓練でどの的を狙うのか軍曹が指示を出すことからこの表現が生まれた、と言われています。
